Simple!
That's because "Microsoft Key Distribution Service" (KdsSvc) stopped.
But if you tried to start it, it just hang... duh!
so...
boot to safe mode
then set "Microsoft Key Distribution Service" (KdsSvc) to automatic.
then open command prompt
and run
sc triggerinfo kdssvc start/networkon
reboot, and you are good!
